When we talk about "how to meet women" and "men and relationships", the initial communication with a girl is an area I frequently get questions about. For instance, what do you do if you have a great first interaction with a person you are fascinated by only to find out that she is already relating to someone? Personally, I never ask a girl about her dating state. It shows a lack of confidence to do so. However, I read signals and flirt a bit to see how they respond. Also simply because a person is "seeing" someone doesn't imply they are in a committed relationship and aren't interested in meeting you.
Observe the signals that a woman gives you in a discussion. Is she really being respectful talking to you or is she really interested? If a woman is actually interested in you she will flirt back and give you little hints that she wishes to see you once again. She will suggest doing something or meeting or talking or getting together. She will make a point of how she really loved talking to you, at which point, you could state that you should talk again or some more and ask for her mobile number.
If you are very observant you can figure out very quickly if a woman is flirting with you or if she is just being polite. Now if she is interested in you, and you show confidence enough to not ask if she is seeing somebody else, you will usually score a few points with her.
